I have done the following which occasionally works:

I compiled the prism54 driver as a module on the 2.6.3 kernel.  I did 'insmod
/lib/modules/2.6.3/kernel/drivers/net/wireless/prism54/prism54.ko' to get the
kernel module installed.  When I need to set the frequency, I do 'rmmod' to the
same module, then insmod it again and can set the rate with iwconfig.  This
works some of the time, but usually generates the error described.  For the time
being, I put all of these commands into an executable script.  It works about
one time in ten.  (Actually, I think the card gets tired of fighting with me and
gives up. 8D )
