[Prism54-devel] New mgmt frame handling

I'd developed a reworked mgmt frame handling in the mgmt_rework
CVS branch that I have now merged to mainline.

This should fix all synchronization issues and driver-related
kernel Oops'es that I have seen so far.

I would like to hear from 64bit people if it works for them
too.  I believe I have been careful with endianess conversions
and pointers vs. integers, but I can't test it here.
