That's fishy: It means that the mgmt communication with the device
doesn't work.  (I presume this is on the mgmt_rework branch?)
It should have some other error in the syslog before the first "timeout".

Please set VERBOSE to 0xff in islpci_mgt.h, "rm *.o" and recompile.

This will produce lots of debug info in your syslog, please gzip
it and send it to me.  Thanks!
