Sorry, but no. setrates.c is meant to be device-independent
and thus may (will?) be shared among several wifi drivers.
I already use it in acx111. Until acx111 is merged into mainline,
it makes sense to #include setrates.c into one of prism54
source files for now.

After acx111 merge, it can be moved to a bonafide .c file
or incorporated into wireless.c
