The legacy device refers (from what I understand) to capabilities of the 
  pci bus/controller (pci 2.1 or 2.2) , not to prism device.

Windows driver zeroes these bytes for a good reason too :-) It gives 
stability to the card. Whereas original intersil code was  really 
unstable for a lot of people because of those 2 bytes not zeroed.

Here's what we could do :
   * by default zero the 2 register.
   * if we are unable to start the card (reset timeout, unable to upload 
  firmware, or whatever), restore these 2 registers to their default 
value, and retry.
