When i start my laptop, the netgear pcmcia card starts up fine ( loaded as a module ). 
It blinks a few times. When i'm logged in, i do "dhcpcd eth1", and wait.. after a while, i 
do ctrl - c, and then redo the dhcpcd command. Only the second time do i get an ip, the 
first time i can't get one... Thanks!

Please attach the last lines of your /var/log/messages, as far as your last boot
and your two dhcpdc attempts are concerned (don't attach the whole 4 MB from
last year).

Also, please tell us more about your card setup: Any "ifconfig", "iwconfig", or
"iwpriv" settings? In what order?

Despite not being the original bug reporter, I have experienced this, too, on my
Inspiron 8200 laptop. This bug occurred for me under Fedora Core 1 and Gentoo
1.4 (Stable Updates) using kernel 2.6.

I have a Netgear WG511.

That looks indeed as if the "ifconfig up" returns too soon to have
the MAC address available.

That should be fixed in a newer driver (later than 13 Jan 2004).
