This short a firmware would be compatible with the notion that
new-style firmware does not handle all of the 802.x protocol (AP
associations etc.) in firmware, but relies on the host driver to do
that.  The firmware is reduced to sending data packets and some
(as yet unknown) interface how to send 802.x managment packets.

This explains why the usual OID-based management stuff does not
work, because it is much too high-level.
