I cannot reproduce this on any kernel from 23 to 27.
Config is same as yours.
Looks like you have forgotten a step in the kernel gen.
You normally need :
make dep bzImage modules modules_install

Note that the modules_install does a depmod, so if
there is a problem, then it gets reported here.
